Quite right, they *should* be able to. But only major outages get put up on
the board, minor outages which typically get fixed quickly (and without a
site visit) don't make it to frontline.

Access to the real-time network monitoring systems probably costs money on a
per-user basis (as with most other software) and so only those that really
need it get it.
