Accepting that engineering and OCS may not have instant communications
between them, I would expect the former to flag BTSs awaiting
maintenance so that the OCS bods can explain that a fault has been
reported before. If it hasn't, then surely they could nudge the
engineering bods to ensure that it is noted and then suitable action
taken.

Not that I know how it works, but I would expect something sensible of
that nature.

Assuming that this fault is known about I would have thought it should
have been spotted by looking at BSC/BTS statistics, other operators do
this.
